Also test the current voltage on the battery pack. Plug the charger into the vacuum, then wait several minutes and test battery pack again. See if the voltage drops while you have the probes on it. A consistent drop indicates your battery pack is no longer capable of holding a charge. Nickel-Cadmium batteries wear out after so many charges as they develop crystals inside them that render them unchargeable.
